I would like to create a Testiny user that will have read access to all Testnity projects, but can only modify a specific project

Yes, this is possible with the “project permissions” feature, which is available in the Enterprise plan, see here for a comparison of all Testiny pricing plans.
Then you can do the following in the user management
- assign the Viewer role per default to the user
- then enable “Use project-specific roles” for that user
- assign e.g. the “Editor” role just for one project
- save
You can also create a permission group for that use case and assign all users, who should have these permissions, to this group.
